Job Overview

SPIE Global Services Energy is hiring an experienced Onshore Process Safety Engineer (M/F) to support major oil and gas engineering operations in Luanda. This role is ideal for senior professionals specializing in process safety engineering, risk analysis, and offshore/onshore oil & gas facility safety management.

The position is based onshore with a working rotation of 5 weeks onshore, 2 weeks remote, and 3 weeks rest, reporting directly to the Company Maintenance Manager.


Key Responsibilities

Process Safety & Risk Engineering

  • Identify and execute process safety engineering activities for brownfield projects
  • Ensure compliance with Level 1 and Level 2 safety reviews
  • Conduct hazard identification studies (HAZID, HAZOP) and scenario-based risk assessments
  • Perform semi-quantitative risk analysis using risk matrices
  • Coordinate Quantitative Risk Assessments (QRA) for complex systems

Safety Design & Engineering Controls

  • Recommend and implement ALARP (As Low As Reasonably Practicable) mitigation measures
  • Develop bow-tie analysis and other risk control methodologies
  • Review process, utility, ESD, and Fire & Gas (F&G) systems for compliance
  • Perform firewater demand and safety system calculations
  • Prepare PFP (Passive Fire Protection) coverage drawings and safety documentation

Technical Review & Compliance

  • Review and approve engineering safety documentation and designs
  • Ensure compliance with company specifications, international codes, and industry standards
  • Coordinate with process, instrumentation, and control engineering teams
  • Validate safety integration in P&IDs, ESD logic diagrams, and design dossiers

Project Coordination & Reporting

  • Supervise safety-related engineering activities from design to commissioning
  • Coordinate with third-party contractors and subcontractors
  • Attend technical meetings with vendors and equipment suppliers
  • Ensure smooth handover to operations and safe project startup
  • Prepare detailed safety reports, findings, and recommendations

Job Requirements

Experience

  • Minimum 14 years in the petroleum/oil & gas industry
  • At least 10 years of experience in Process Safety Engineering

Technical Skills

  • Strong knowledge of oil and gas processing systems and installations
  • Expertise in safety engineering tools and methodologies (HAZOP, HAZID, QRA, Bow-Tie)
  • High proficiency in CMIMS / SAP R3 PM systems
  • Familiarity with engineering design documentation and safety standards

Professional Skills

  • Strong analytical and risk assessment capabilities
  • Excellent coordination across multiple engineering disciplines
  • Ability to manage complex industrial safety systems and compliance requirements
  • Strong technical reporting and communication skills

Work Environment

Job description

Context and missions :

  • 5W (Onshore) x 2W (remote) x 3W (rest)
  • Position onshore in the offices of COMPANY with occasional visits to Block-3
  • Reports Directly to COMPANY Maintenance Manager

Main activities:

  • Identify the safety engineering activities applicable to individual brown field projects to ensure compliance with Level 1 and Level 2 Safety Reviews.
  • Conduct hazard identification studies using scenario-based risk analysis methods (HAZOP, HAZID, etc.)
  • Carry out risk assessments based on semi-quantitative analyses (i.e. through use of risk matrices) and coordinate detailed quantified risk analyses (QRAs).
  • Identify and recommend ALARP mitigation measures using bow-tie or other analysis techniques, and propose acceptable technical solutions.
  • Carry out reviews of existing or proposed process, utilities, ESD and F&G systems to assess residual risks and ensure compliance with Company General Specifications.
  • Carry out and prepare basic safety engineering calculations and documents, e.g. firewater demand calculations, nozzle coverage area calculations, PFP coverage drawings, etc.
  • Prepare and issue reports including main conclusions of safety studies and reviews conducted, explanations of the main findings, recommendations, and conclusions.
  • Follow-up day-to-day progress of engineering activities (basic and detailed) to ensure recommendations from safety reviews are implemented into the design.
  • Review and approve engineering documentation for safety discipline, ensuring compliance with Company General Specifications, international codes and standards, and industry best practice.
  • Ensure close coordination with other disciplines (in particular process and process control/instrumentation) to avoid discrepancies and documentation recycling.
  • Coordinate, review, and approve safety engineering activities carried out by third parties or subcontractors on behalf of Company.
  • Ensure that engineering documentation, requisitions for procurement and suppliers bids evaluation be fully compliant with Design Dossier major documentation (safety concept, PIDs, ESD logic, diagrams…etc) and with Company General Specifications.
  • Attend as necessary project and technical follow up meeting with suppliers for main packages/equipment for checking of relevant sizing / calculations notes of safety equipment / facilities.
  • Ensure full and efficient coordination with Field Operations during engineering design, construction and commissioning with target of efficient start up / hand over to Operation

Profile

Profile :

The holder of this post must have the following qualifications:

  • Professional experience of 14 years minimum in Petroleum industry. Previous process safety engineering experience of 10 years minimum
  • A high level knowledge of CMIMS (SAP).
  • A good knowledge of the process of oil and gas treatment, installations and a thorough knowledge of the equipment used in oil and gas treatment installations.
