Job Summary

KBR is seeking a Refinery Turnover Management System Superintendent responsible for overseeing and auditing the EPC Contractor’s Turnover Management System across all project phases. The role ensures proper system handover from construction through commissioning to operations, enabling full digital project delivery and final closeout of the Sonangol Lobito Refinery project.

The position requires strong experience in refinery construction turnover, commissioning systems, and digital completions management platforms.


Key Responsibilities

Turnover Management System Oversight

  • Review and audit EPC Contractor’s Turnover Management System (CMS) execution plan
  • Ensure correct sequencing for system transfer from construction to commissioning and operations
  • Validate take-over procedures as per project contract requirements
  • Ensure proper management of multidiscipline contractor turnover processes
  • Oversee transfer of vendor data into CMS database

Punch List & Completion Management

  • Monitor punch list classification (A/B/C) and ensure timely closure
  • Ensure FAT punch lists are properly reconciled and closed
  • Review system punch items for accuracy and completeness
  • Ensure turnover certificates and dossiers are properly prepared

Digital Systems & Database Management

  • Audit CMS database configuration aligned with P&IDs and system breakdown
  • Ensure digital project delivery systems are correctly implemented
  • Validate integration of engineering data into completions systems
  • Experience with systems such as Smart Completions, WinPCS, MCPlus, CoConsole, etc.

Construction & Commissioning Coordination

  • Work closely with construction, commissioning, and engineering teams
  • Conduct system walkdowns and verify punch lists
  • Coordinate system readiness for mechanical completion and start-up
  • Align turnover milestones with project schedule teams

Reporting & Documentation

  • Provide regular progress reports to Turnover Manager and leadership
  • Ensure proper documentation of inspection test reports and certificates
  • Maintain completion dossiers and handover documentation accuracy

Requirements

Education

  • Bachelor’s degree in Engineering or related field
  • Or equivalent experience (20+ years acceptable in lieu of degree)

Experience

  • 8+ years relevant experience (or 15+ years preferred overall experience)
  • Strong background in refinery or large EPC project turnover systems
  • Experience with digital completions and handover systems

Technical Skills

  • Experience with digital turnover/completions databases
  • Strong understanding of construction, commissioning, and pre-commissioning processes
  • Ability to manage engineering data within 3D models and CMS platforms
  • Proficiency in MS Office, MS Project, Visio, Bluebeam, Adobe tools

Key Competencies

  • Strong coordination and leadership in field operations
  • Ability to manage complex system handovers
  • Detail-oriented with strong documentation discipline
  • Excellent communication across multi-disciplinary teams
