This dissertation delivers a technical and institutional analysis of external financial control in Angola, with a special focus on the role of the Court of Auditors as the Supreme Audit Institution responsible for overseeing the legality and accountability of public finances. The study explores how external control functions as a core mechanism for good governance, transparency, and institutional strengthening — all of which are essential pillars in modern development agendas. Adopting an expanded notion of "control" — understood as a secondary and independent scrutiny over public administrative acts, based on strict legal criteria — the research demonstrates how external oversight serves as a strategic safeguard against public resource mismanagement, fostering fiscal discipline, legal compliance, and efficient use of funds. The dissertation is divided into two main parts. The first addresses the architecture of external financial control within the Angolan Public Administration, mapping key actors, control typologies, and the coordination mechanisms among supervisory entities. The second part focuses on preventive auditing by the Court of Auditors, with special emphasis on the legal regime of prior approval (visto prévio) and its practical implementation. A comparative study within the Community of Portuguese Language Countries (CPLP) is also provided, highlighting best practices and transnational benchmarks. In light of Angola’s and Africa’s broader challenges in fiscal governance and institutional integrity, this research contributes actionable insights to strengthen national systems of external audit and accountability. Its findings are highly relevant for stakeholders committed to public sector reform, anti-corruption strategies, and the promotion of resilient institutions capable of delivering inclusive and sustainable development outcomes.
