Job Overview
The Telecommunications Network Planning Engineer will lead the design, optimization and rollout of next‑generation mobile and fixed‑line networks in the Cazombo region. Working closely with cross‑functional teams, the engineer will assess coverage gaps, develop strategic expansion plans, and ensure compliance with regulatory standards. Key Responsibilities
- Conduct comprehensive radio frequency (RF) surveys and data analysis to identify coverage deficiencies in Cazombo and surrounding areas.
- Develop detailed network design proposals, including site acquisition, equipment specifications, and cost estimates.
- Coordinate with civil engineering, construction, and procurement teams to ensure timely implementation of network projects.
- Perform capacity planning and traffic forecasting to support future growth and service quality.
- Validate network performance through drive tests, KPI monitoring, and post‑deployment audits.
- Prepare technical documentation, reports, and presentations for senior management and regulatory bodies.
- Collaborate with vendor partners on technology selection, integration, and troubleshooting.
- Ensure all planning activities adhere to national telecommunications regulations and MTN’s internal standards.
Required Skills
- Proficiency in RF planning tools such as Atoll, Planet, or Mentum.
- Strong analytical skills with the ability to interpret complex data sets and translate them into actionable plans.
- Excellent project management capabilities, including timeline and budget control.
- Effective communication and stakeholder management, both written and verbal.
- Knowledge of 4G LTE, 5G NR, and emerging broadband technologies.
- Familiarity with Angola’s regulatory environment and spectrum allocation policies.
- Problem‑solving mindset with a focus on innovative, cost‑effective solutions.
Education
A Bachelor’s degree in Telecommunications Engineering, Electrical Engineering, Computer Science, or a closely related discipline is required. Advanced certifications in RF planning, project management (PMP), or relevant vendor qualifications (e.g., Nokia, Ericsson) are considered a strong advantage.
Experience
Applicants must have 5 to 7 years of hands‑on experience in network planning, design, and optimization within a mobile operator or a major telecommunications consultancy. Experience working on rural or remote deployments in Sub‑Saharan Africa is highly valued.
Salary
