Job Overview
The Telecommunications Infrastructure Project Manager will lead the planning, execution, and delivery of large‑scale network projects that enhance Orange Angola’s service footprint in Saurimo and surrounding regions. Key Responsibilities
- Develop comprehensive project plans, schedules, and resource allocations for network rollout initiatives.

- Manage project budgets ranging from 10 M to 50 M SSP, ensuring cost control and financial reporting.
- Coordinate with local authorities to secure permits, land access, and compliance with national telecom regulations.
- Oversee quality assurance and safety protocols throughout construction and commissioning phases.
- Prepare and present status reports to senior management and stakeholders.
- Facilitate vendor selection, contract negotiations, and performance monitoring.
- Ensure seamless integration of new infrastructure with existing network assets.
Required Skills
- Proven expertise in managing telecom infrastructure projects, preferably in emerging markets.
- Strong knowledge of LTE, 5G, fiber optics, and microwave transmission technologies.
- Excellent leadership, communication, and stakeholder management abilities.
- Advanced proficiency in project management tools such as MS Project, Primavera, or equivalent.
- Solid understanding of Angolan regulatory environment and permitting processes.
- Analytical mindset with the ability to solve complex technical and logistical challenges.
- Fluency in Portuguese and English; additional local languages are a plus.
Education
A Bachelor’s degree in Electrical Engineering, Telecommunications Engineering, Civil Engineering, or a related discipline is required. A Master’s degree or professional certifications such as PMP, PRINCE2, or Prince2 Agile are highly desirable and will be considered an advantage during the selection process.
Experience
Applicants must have a minimum of five years of hands‑on experience managing large‑scale telecommunications projects, with a track record of delivering on time and within budget. Experience working in Angola or other Sub‑Saharan African markets is strongly preferred, as is familiarity with local supply chains and labor practices.
Salary
