Job Overview

Key Responsibilities

  • Manage project budgets ranging from 10 M to 50 M SSP, ensuring cost control and financial reporting.
  • Coordinate with local authorities to secure permits, land access, and compliance with national telecom regulations.
  • Oversee quality assurance and safety protocols throughout construction and commissioning phases.
  • Prepare and present status reports to senior management and stakeholders.
  • Facilitate vendor selection, contract negotiations, and performance monitoring.
  • Ensure seamless integration of new infrastructure with existing network assets.

Required Skills

  • Proven expertise in managing telecom infrastructure projects, preferably in emerging markets.
  • Strong knowledge of LTE, 5G, fiber optics, and microwave transmission technologies.
  • Excellent leadership, communication, and stakeholder management abilities.
  • Advanced proficiency in project management tools such as MS Project, Primavera, or equivalent.
  • Solid understanding of Angolan regulatory environment and permitting processes.
  • Analytical mindset with the ability to solve complex technical and logistical challenges.
  • Fluency in Portuguese and English; additional local languages are a plus.

Education

A Bachelor’s degree in Electrical Engineering, Telecommunications Engineering, Civil Engineering, or a related discipline is required. A Master’s degree or professional certifications such as PMP, PRINCE2, or Prince2 Agile are highly desirable and will be considered an advantage during the selection process.

Experience

Applicants must have a minimum of five years of hands‑on experience managing large‑scale telecommunications projects, with a track record of delivering on time and within budget.
