Job Overview
The Education Program Manager will lead the design, implementation, and monitoring of education projects funded by the World Bank in the Dundo region and surrounding provinces. Reporting to the Senior Education Specialist, the incumbent will coordinate with local education authorities, civil society organizations, and private partners to ensure project objectives are met on time and within budget. The role involves strategic planning, stakeholder engagement, data‑driven decision making, and rigorous reporting to both internal and external audiences. This is a critical position for advancing the World Bank’s agenda of improving educational quality and equity across Angola, and it directly supports the broader goal of fostering economic development through a skilled workforce.
Key Responsibilities
- Develop and execute comprehensive project work plans for education initiatives, aligning with World Bank standards and Angola’s national education strategy.
- Manage a multidisciplinary team of consultants, field officers, and local partners to deliver project components on schedule.
- Facilitate capacity‑building workshops for teachers, school administrators, and ministry officials, focusing on curriculum development, assessment practices, and digital learning tools.
- Monitor project performance using quantitative and qualitative indicators, preparing detailed progress reports for donors, government stakeholders, and internal senior management.
- Oversee financial management of project funds, ensuring compliance with World Bank procurement policies and transparent accounting practices.

Required Skills

Education
A Master’s degree in Education, Development Studies, Public Policy, or a closely related discipline is required. Candidates with additional certifications in project management (e.g., PMP) or monitoring and evaluation are highly regarded.
Experience
Applicants must have at least five years of relevant experience managing large‑scale education projects, preferably in Sub‑Saharan Africa. Experience working with international development agencies, government ministries, or NGOs in Angola will be considered a strong asset.
Salary
The position offers a competitive salary range of 2,500,000 to 4,000,000 Angolan Kwanza (SSP) per month, commensurate with experience and qualifications. The compensation package includes performance‑based incentives, health insurance, and pension contributions in line with World Bank policies.
