Job Overview

The Industrial Safety Compliance Manager will lead the development, implementation, and continuous improvement of safety policies, procedures, and risk mitigation strategies across all manufacturing sites in Angola. Reporting to the Regional HSE Director, the role ensures compliance with local regulations, Toyota Global Safety Standards, and ISO 45001 certification requirements. This position plays a pivotal role in fostering a culture of safety, reducing incident rates, and protecting both employees and assets.

Key Responsibilities

  • Develop, review, and enforce comprehensive safety policies that align with Angola’s labor legislation and Toyota’s global standards.
  • Conduct regular risk assessments, hazard analyses, and safety audits across production lines, warehouses, and auxiliary facilities.
  • Lead incident investigations, root‑cause analyses, and corrective action implementation to prevent recurrence.
  • Coordinate emergency response drills, fire safety exercises, and evacuation procedures in collaboration with local authorities.
  • Provide technical guidance and training to supervisors, line managers, and workers on safe work practices and use of personal protective equipment (PPE).
  • Maintain accurate safety records, incident reports, and compliance documentation for internal and external audits.
  • Collaborate with engineering, maintenance, and quality teams to integrate safety considerations into equipment design and process improvements.
  • Monitor and report key safety performance indicators (KPIs) to senior management, highlighting trends and improvement opportunities.
  • Serve as the primary liaison with Angola’s Ministry of Labor and other regulatory bodies during inspections and certifications.
  • Promote a proactive safety culture through communication campaigns, safety committees, and employee engagement initiatives.

Required Skills

  • In‑depth knowledge of Angola’s occupational health and safety regulations and international standards such as ISO 45001.
  • Proven ability to lead safety audits, risk assessments, and incident investigations in a manufacturing environment.
  • Strong analytical skills with the capacity to interpret data, generate reports, and drive evidence‑based improvements.
  • Excellent communication and interpersonal abilities to influence stakeholders at all organizational levels.
  • Fluency in Portuguese and English, both written and spoken.
  • Proficiency with HSE management software and Microsoft Office Suite.
  • Leadership experience with a track record of building high‑performing safety teams.

Education

A Bachelor’s degree in Occupational Health and Safety, Industrial Engineering, Environmental Science, or a related discipline is required. Professional certifications such as Certified Safety Professional (CSP) or NEBOSH International General Certificate are highly desirable and will be considered an advantage during the selection process.

Experience

Candidates must possess a minimum of five years of progressive experience in industrial safety compliance, preferably within the automotive or heavy‑manufacturing sectors. Experience managing multi‑site safety programs, leading cross‑functional projects, and interacting with government regulators is essential.

Salary

The compensation package ranges from 2,500,000 to 3,500,000 Angolan Kwanza (SSP) per year, commensurate with experience, qualifications, and demonstrated expertise. The package includes performance‑based bonuses, health insurance, and contributions to the national pension scheme.
