Job Overview

SPIE Global Services Energy is seeking an experienced I&E Field Engineer (Construction) to support major oil and gas construction projects in Cabinda, Angola. This role is ideal for professionals with extensive experience in instrumentation engineering, electrical engineering, construction management, commissioning, offshore projects, brownfield developments, greenfield projects, and oil & gas operations.

The successful candidate will represent Chevron during all Instrumentation and Electrical (I&E) construction activities, ensuring project execution complies with engineering specifications, safety regulations, quality standards, and project schedules.

Key Responsibilities

Construction & Project Execution

  • Represent Chevron during all onsite and offsite I&E construction activities.
  • Act as the primary field contact for instrumentation and electrical installation scopes.
  • Supervise and coordinate contractor activities to ensure compliance with project requirements.
  • Monitor installation progress, productivity, and construction milestones.
  • Support fabrication yard inspections and construction audits.

Engineering & Technical Support

  • Ensure proper installation of electrical and instrumentation systems.
  • Verify compliance with engineering drawings, technical specifications, and installation standards.
  • Participate in constructability and maintainability reviews.
  • Support testing, pre-commissioning, commissioning, and startup activities.
  • Review installation quality and ensure adherence to industry best practices.

Safety & Compliance

  • Ensure compliance with Chevron Electrical Safe Work Practices.
  • Promote workplace safety and environmental protection standards.
  • Support implementation of Operational Excellence Management System (OEMS) requirements.
  • Monitor contractor compliance with permit-to-work systems and critical work procedures.
  • Identify project risks and recommend mitigation strategies.

Progress Monitoring & Reporting

  • Track daily time-on-tools using IOC systems such as SASBU IODSC.
  • Calculate project completion percentages and productivity metrics.
  • Prepare detailed field progress reports and status updates.
  • Maintain accurate installation, testing, inspection, and turnover documentation.
  • Coordinate material readiness and equipment logistics.

Stakeholder Coordination

  • Work closely with construction, commissioning, operations, and project management teams.
  • Coordinate with contractors, vendors, and project stakeholders.
  • Support system completion activities and startup readiness planning.
  • Facilitate communication between field teams and project leadership.

Education Requirements

Candidates should possess one of the following:

  • Bachelor’s Degree in Electrical Engineering
  • Bachelor’s Degree in Instrumentation Engineering
  • Bachelor’s Degree in Electronics Engineering
  • Bachelor’s Degree in Engineering Technology
  • Equivalent Engineering Qualification

Professional engineering certifications will be considered an advantage.

Experience Requirements

  • Minimum 15 years of oil and gas construction experience
  • Proven background in instrumentation and electrical systems
  • Experience in brownfield and greenfield projects
  • Offshore construction and tie-in experience preferred
  • Strong exposure to SIMOPS environments
  • Experience managing large multidisciplinary contractor teams
  • Previous experience with major international energy operators is advantageous
