Job Overview

The Infrastructure Development Planner will play a pivotal role in shaping the planning and execution of large‑scale construction projects that drive economic development across Angola. • Coordinate cross‑functional teams to ensure alignment of design, procurement and construction schedules.
• Prepare comprehensive project documentation, including scope statements, budgets, timelines and performance metrics.
• Liaise with government agencies to secure permits, approvals and compliance with national standards.
• Monitor project progress, identify variances, and recommend corrective actions to keep initiatives on track.
• Support the preparation of tender packages and evaluate contractor proposals for technical adequacy.
• Provide strategic input for sustainable design practices, integrating green building principles and climate‑resilient solutions.

Required Skills

• Strong analytical abilities with proficiency in data modelling and scenario planning.
• Excellent communication skills for stakeholder engagement and report preparation.
• Advanced knowledge of civil engineering principles, urban planning and construction management.

Education

The successful candidate must hold a Bachelor’s degree in Civil Engineering, Urban Planning, Construction Management or a closely related discipline. A Master’s degree or professional certifications such as PMP (Project Management Professional) or PE (Professional Engineer) are highly desirable and will be considered an advantage during the selection process.

Experience

A minimum of five to seven years of progressive experience in infrastructure planning, project development or construction management is required. Salary
