Job Overview

The Strategic Procurement Manager will lead the development and execution of procurement strategies for critical equipment, services, and materials supporting Shell’s offshore and onshore projects in Angola. You will collaborate with engineering, operations, and finance teams to ensure cost‑effective sourcing while maintaining the highest standards of quality and compliance. Key Responsibilities

  • Develop and implement strategic sourcing plans aligned with project timelines and budget targets.
  • Lead negotiations with global and local suppliers to secure favorable terms and conditions.
  • Conduct market analysis and risk assessments to anticipate supply chain disruptions.
  • Collaborate with cross‑functional teams to define specifications, evaluate bids, and select vendors.
  • Monitor supplier performance, enforce contractual obligations, and drive continuous improvement initiatives.
  • Ensure compliance with Shell’s ethical standards, local regulations, and international trade policies.
  • Prepare and present procurement reports to senior management and stakeholders.

Required Skills

  • Strong negotiation and contract management expertise.
  • Deep understanding of oil & gas supply chain dynamics.
  • Excellent analytical and financial modeling abilities.
  • Proficiency in procurement software and ERP systems (e.g., SAP MM).
  • Effective communication and stakeholder management skills.
  • Fluency in English; Portuguese proficiency is an advantage.

Education

A bachelor’s degree in Business Administration, Supply Chain Management, Engineering, or a related discipline is required. A master’s degree or professional certifications such as CPSM or CIPS are highly desirable.

Experience

Minimum of eight years of progressive procurement experience within the oil & gas industry, with at least three years in a senior or managerial role overseeing strategic sourcing initiatives.

Salary

The compensation package ranges from 2,500,000 to 4,000,000 SSP per month, commensurate with experience and qualifications. Additional performance‑based incentives may apply.
