Job Overview

The Health, Safety & Environment (HSE) Manager will lead the development, implementation and continuous improvement of HSE policies, procedures and programs for Shell’s operations in the Kuito region. This role ensures compliance with local regulations, international standards and Shell’s internal safety expectations. The manager will collaborate with cross‑functional teams to embed a proactive safety culture, mitigate risks and drive sustainable environmental performance. The successful candidate will act as a key advisor to senior leadership, providing strategic guidance on HSE matters and championing best practices across all operational activities.

Key Responsibilities

• Develop, review and enforce HSE policies, procedures and standards aligned with local legislation and Shell’s global framework.
• Conduct risk assessments, hazard analyses and incident investigations to identify root causes and implement corrective actions.
• Lead HSE audits, inspections and compliance monitoring across all sites and contractor activities.
• Provide HSE training, coaching and mentorship to employees, contractors and subcontractors.
• Collaborate with engineering, operations and project teams to integrate HSE considerations into project design and execution.
• Prepare and present HSE performance reports, metrics and dashboards to senior management.
• Manage emergency response plans, drills and crisis management activities.
• Promote a culture of continuous improvement through safety campaigns, behavioral observations and employee engagement initiatives.

Required Skills

• In‑depth knowledge of Angola’s HSE regulations and international standards such as ISO 45001 and OHSAS 18001.
• Strong analytical and problem‑solving abilities with a data‑driven approach to safety performance.
• Excellent communication and influencing skills to engage diverse audiences at all organizational levels.
• Proven leadership experience in managing HSE teams and driving cultural change.
• Ability to conduct thorough incident investigations and develop effective corrective actions.
• Proficiency in HSE management software and reporting tools.
• Fluency in English and Portuguese.

Education

A Bachelor’s degree in Occupational Health, Safety Engineering, Environmental Science or a related discipline is required. Professional certifications such as CSP (Certified Safety Professional) or NEBOSH are highly desirable and demonstrate a commitment to best practices in health, safety and environmental management.

Experience

Candidates must have a minimum of eight years of progressive experience in HSE roles within the oil and gas industry, with at least three years in a managerial capacity. Experience managing large, multi‑site operations and leading cross‑functional HSE initiatives is essential.

Salary

The position offers a competitive monthly salary ranging from SSP 2,500,000 to SSP 3,500,000, commensurate with experience and qualifications. Performance‑based incentives and annual bonuses are also part of the total compensation package.
