Job Overview
The Learning and Development Manager will design, implement, and evaluate comprehensive training programs that support the World Bank’s education and development initiatives in Angola. Reporting to the Senior Education Specialist, you will work closely with project managers, subject matter experts, and local stakeholders to identify learning needs, develop curricula, and deliver capacity‑building workshops. The role requires a strategic mindset, strong project management skills, and the ability to adapt training solutions to diverse audiences, including government officials, NGOs, and community leaders. By fostering a culture of continuous learning, you will help ensure that development interventions are effective, sustainable, and aligned with national priorities.
Key Responsibilities
- Conduct comprehensive training needs assessments across education‑related projects and partner organizations.
- Design and develop curriculum, training materials, and e‑learning modules tailored to local contexts.
- Facilitate workshops, seminars, and webinars for government officials, NGOs, and community representatives.
- Monitor and evaluate the impact of training programs using qualitative and quantitative metrics.
- Collaborate with the Monitoring & Evaluation team to integrate learning outcomes into project reporting.
- Manage a small team of training coordinators and external consultants.
- Ensure compliance with World Bank policies, gender equity standards, and local regulations.
- Maintain a training calendar and coordinate logistics for in‑person and virtual sessions.
- Prepare detailed reports and presentations for senior management and donors.
Required Skills
- Strong instructional design and adult learning principles.
- Excellent facilitation and public speaking abilities.
- Proficiency in learning management systems (LMS) and e‑learning authoring tools.
- Fluent in Portuguese and English; knowledge of local languages is an advantage.
- Analytical skills for impact assessment and data‑driven decision making.
- Project management experience with budgets up to USD 1 million.
- Ability to work collaboratively in multicultural teams.
Education
A Master’s degree in Education, Human Resources Development, International Development, or a related discipline is required. Professional certifications such as CPLP (Certified Professional in Learning and Performance) or equivalent are highly desirable.
Experience
Minimum of five years of experience designing and delivering learning solutions in the development sector, preferably with exposure to government or large‑scale NGO programs. Experience in Angola or other Sub‑Saharan African contexts is a strong plus.
Salary
The position offers a competitive salary range of SSP 2,500,000 to SSP 4,000,000 per month, commensurate with experience and qualifications. Additional allowances for housing, transportation, and expatriate benefits may apply according to World Bank policies.
