Job Overview

The Strategic Procurement Manager will lead the design and execution of procurement strategies for high‑value capital projects and operational spend across Sonangol’s upstream and downstream assets. Reporting to the Head of Global Procurement, the role will be responsible for optimizing supplier selection, negotiating contracts, and driving value‑creation initiatives that align with Sonangol’s business objectives. Key Responsibilities

  • Develop and implement category‑specific procurement strategies that deliver cost savings and risk mitigation.
  • Lead end‑to‑end sourcing processes for major equipment, services, and materials, ensuring compliance with Sonangol’s policies and international standards.
  • Negotiate and manage high‑value contracts, including terms, pricing, performance metrics, and service level agreements.
  • Collaborate with engineering, operations, finance, and legal teams to align procurement activities with project timelines and budgets.
  • Conduct market analysis and supplier performance evaluations to identify opportunities for innovation and continuous improvement.
  • Maintain a robust supplier database, oversee qualification processes, and drive supplier development programs.
  • Ensure adherence to ESG (Environmental, Social, Governance) criteria in all procurement decisions.
  • Prepare detailed reports and dashboards for senior leadership, highlighting savings, risks, and strategic insights.

Required Skills

  • Advanced negotiation and contract management expertise.
  • Strong analytical abilities with proficiency in spend analysis tools and ERP systems.
  • Excellent communication and stakeholder management skills.
  • In‑depth knowledge of oil & gas procurement regulations and international trade compliance.
  • Leadership experience with the ability to mentor junior procurement staff.
  • Fluency in English and Portuguese; additional languages are a plus.

Education

A bachelor’s degree in Business Administration, Supply Chain Management, Engineering, or a related discipline is required. Candidates with a Master’s degree in Business Administration (MBA) or a specialized procurement certification (e.g., CPM, CPSM) will be given preference.

Experience

Applicants must have a minimum of eight years of progressive procurement experience, with at least three years in a senior or managerial role within the oil and gas sector. Experience in large‑scale project procurement, international supplier negotiations, and ESG‑focused sourcing is essential.

Salary

The compensation package ranges from 2,500,000 to 4,000,000 Angolan Kwanza (SSP) per month, commensurate with experience and qualifications. The package includes performance‑based bonuses, health insurance, pension contributions, and relocation assistance where applicable.
