Job Overview

The Strategic Procurement Manager will lead the design and execution of procurement strategies that align with Sonangol’s business objectives, cost‑reduction targets and risk‑mitigation frameworks. Reporting to the Head of Supply Chain, the role will oversee sourcing of high‑value equipment, services and materials critical to upstream and downstream operations. The manager will collaborate with engineering, finance and legal teams to negotiate contracts, manage supplier performance and drive innovation through strategic partnerships. Key Responsibilities

  • Develop and implement long‑term procurement strategies for capital and operational spend.
  • Lead complex negotiations with international and local suppliers, ensuring favorable terms and compliance with Sonangol’s policies.
  • Conduct market analysis, supplier benchmarking and risk assessments to inform sourcing decisions.
  • Manage a team of procurement specialists, providing coaching, performance reviews and professional development.
  • Coordinate cross‑functional projects to integrate new technologies, sustainable sourcing and local content initiatives.
  • Monitor contract performance, resolve disputes and drive continuous improvement in supplier relationships.
  • Prepare and present procurement reports, cost‑saving analyses and KPI dashboards to senior leadership.

Required Skills

  • Advanced negotiation and contract management expertise.
  • Strong analytical abilities with proficiency in spend analysis tools.
  • Excellent communication and stakeholder management skills.
  • Deep understanding of oil & gas supply chains and regulatory environment.
  • Leadership experience managing multicultural teams.
  • Fluency in Portuguese and English; French is a plus.

Education

A bachelor’s degree in Business Administration, Supply Chain Management, Engineering or a related discipline is required. A master’s degree (MBA or equivalent) is highly desirable and will be considered an advantage during selection.

Experience

Minimum eight years of progressive procurement experience within the oil & gas sector, including at least three years in a senior or managerial role. Demonstrated success in delivering cost reductions, supplier diversification and strategic sourcing initiatives is essential.

Salary

The compensation package ranges from 2,500,000 to 3,500,000 Angolan Kwanza (SSP) per month, commensurate with experience and qualifications. Performance‑based bonuses and long‑term incentive plans are also part of the total rewards.
