Job Overview

The Public Policy Analyst will support the World Bank’s Angola Country Office by conducting rigorous research, drafting policy briefs, and providing strategic recommendations to enhance governance, economic diversification, and social inclusion in Moxico province. The analyst will work closely with senior economists, project managers, and local stakeholders to design and evaluate policies that promote sustainable development. Key Responsibilities

• Conduct comprehensive policy research on topics such as land governance, natural resource management, and public finance in Moxico.
• Prepare analytical reports, policy briefs, and presentations for senior management, government officials, and development partners.
• Collaborate with World Bank project teams to integrate policy recommendations into project design and implementation.
• Facilitate stakeholder workshops, focus groups, and consultations to gather diverse perspectives and ensure inclusive policy formulation.
• Monitor and evaluate the impact of implemented policies, providing data‑driven insights for continuous improvement.
• Support the development of monitoring frameworks and indicators aligned with the World Bank’s results‑based management approach.
• Contribute to knowledge sharing by publishing findings on internal platforms and external forums.

Required Skills

• Strong analytical and quantitative skills, with proficiency in statistical software (e.g., Stata, R, or SPSS).
• Excellent written and verbal communication abilities in English; Portuguese proficiency is highly desirable.
• Demonstrated experience in policy analysis, public sector reform, or development economics.
• Ability to synthesize complex data into clear, actionable recommendations.
• Effective stakeholder engagement and facilitation skills.
• Project management experience, including planning, budgeting, and reporting.
• High ethical standards and commitment to development impact.

Education

A Master’s degree in Public Policy, Economics, International Relations, Development Studies, or a closely related discipline is required. Candidates with a Ph.D. or additional certifications in data analysis or project management are strongly preferred.

Experience

Applicants must have at least five years of professional experience in policy analysis, preferably within the African context or in international development organizations. Experience working with government ministries, NGOs, or multilateral institutions will be considered an asset.

Salary

The position offers a competitive salary range of SSP 250,000 to 400,000 per month, commensurate with experience and qualifications. Compensation includes performance‑based bonuses and allowances aligned with World Bank Group standards.
